Serving James City County

The James City County RESTORe-CARE pilot study will launch in 2025.

RESTORe-CARE is a pilot study to test drone-delivered Automated External Defibrillator (AED)s for cardiac arrests in the United States, with a mission to save time and save lives. Learn more about the study AIMs.

James City County was selected as a RESTORe-CARE pilot study site in partnership with researchers at Duke University, Virginia Commonwealth University (VCU) and James City County Police.

Mark Jamison

Police Chief

Chief Mark Jamison joined the James City County Police Department in 2023. Previously Chief Jamison served as Deputy Chief of the Field Operations Bureau for the Lynchburg Police Department more than 25 years, serving in Patrol, Vice/Narcotics, Criminal Investigations, Professional Standards, and was a Crisis Negotiations Team Commander.

Chief Jamison serves on the Crime Prevention Committee for the International Associations of Chiefs of Police and the Training Committee for the Virginia Associations of Chiefs of Police. He  is also a member of the Police Executive Research Forum and the FBI National Academy Associates. Read more about Chief Jamison.

Anthony (Tony) Dallman

Assistant Police Chief

Assistant Chief  Anthony G. “Tony” Dallman has worked for the James City County Police Department since 1995.

Assistant Chief Dallman has served in a variety of roles in the Department includ­ing Patrol Officer, Radar Instructor, Taser Instructor, Field Training Officer, Internal Affairs Investigator, and Crisis Negotiator. He is a Certified Crime Prevention Specialist. In his current assignment he is the Operations Division Commander. Read more about Assistant Chief Dallman.

Sergeant, Drone Team Commander

Sergeant Tiara Suggs has been with the James City County Police Department since 2016. Sergeant Suggs was recently assigned to the Criminal Investigations Unit.

Sergeant Suggs is the current Team Commander of the Specialized Response Team (SRT), which includes the Drone Team. Sergeant Suggs has been a member of the unit since 2016 and was one of the team’s original drone pilots. She holds a Part 107 UAS certificate.

Sergeant Suggs is an active member of the Department’s Marine Patrol Unit, Crisis Negotiations Team, and serves as the Field Training Program Coordinator. Read more about Sergeant Suggs and her team.
